To authorize the Carillon Association of the City of Richmond to exhibit and sell arts and craft items and other merchandise and promote and undertake activities usual and customary to the observance of the annual public festival known as "Arts in the Park” upon the Carillon grounds in Byrd Park on Saturday, May 2, and Sunday, May 3, 1987.
