To authorize the senior citizens who are members of senior citizen centers operated and sponsored by the City of Richmond to exhibit and sell arts and craft items made by such senior citizens and promote activities usual and customary for a senior center in [Forest Hill Park] Byrd Park on Thursday, May 21, 1987.
