To amend and reordain Sections 30-218, 30-219 and 30-220 of the Code of the City of Richmond, 1985, concerning the rates to be charged for general water service in the City of Richmond, for residential water service within the City and general water service outside the corporate limits of the City of Richmond, effective as of the date of rendering bills for Cycle 1 in July 1987.
