To amend the Code of the City of Richmond, 1987, by adding therein in Article VIII. Use of Public Grounds, Parks, Play Fields and Playgrounds, Division l. Generally, of Chapter 9, City-Owned Real Estate, a new section numbered 9-333, con­cerning fee for processing permit for use of public grounds, parks, play fields and playgrounds.
