To amend and reordain Section 25-8 of the Code of the City of Richmond, 1985, concerning collection of ref use by the City, to include within the businesses subject to restric­tion to 360 pounds limit per collection, multi-family dwellings other than multi-family dwellings owned and operated by redevelopment and housing authorities organized pursuant to Chapter 1 of Tit le 36 of the Code of Virginia.
