To authorize the City Manager, for and on behalf of the City of Richmond, to execute an agreement, entitled: "Access to Parham-Chippenham Connector, City of Richmond", between the Department of Highways and Transportation, Commonwealth of Virginia and the City of Richmond, concerning construction of an interchange and bridge as a part of the Parham­Chippenham Connector.
