To authorize Robert C. Bobb, City Manager, or his designee, for and on behalf of the City of Richmond, to enter into and execute an agreement with the County of Henrico and the County of Chesterfield, concerning the joint operation by the police departments of said counties and the Bureau of Police of the City of Richmond of a Joint Aviation Unit to promote law enforcement in the said jurisdictions.
