Whiting Circle and Norrell Court, lying north of Admiral Gravely Boulevard, as shown on the plat duly of record in the Clerk's Office of the Circuit Court of the City of Richmond in Plat Book 32, at pages 85, 86 and 87, said property being owned by Richmond Redevelopment and Housing Authority (or successor thereto), upon certain terms and conditions.
