To amend the Code of the City of Richmond, 1985, by adding therein in Chapter 6, Buildings and Building Regulations, two new sections numbered Section 6-322, concerning emergency safeguards and repairs of unsafe buildings, and Section 6-323, concerning recovery of expenses incurred by the City in abating hazardous conditions.
