To vacate a portion of the plat of the subdivision of land known as Westover Hills Annex, Section 3, consisting of Lots 2 and 3, in Block F, lying north of Forest Hill Avenue and east of Langdon Drive, as shown on the plat duly of record in the Clerk's Office of the Circuit Court of Chesterfield County in Plat Book 16, at page 58, said property lying wholly within the City of Richmond, upon certain terms and conditions.
