Bobb, City Manager, for and on behalf of the City of Richmond, to enter into and execute an agreement with Richmond Redevelopment and Housing Authority and the Kwik-Kafe' Co., Inc., also known as Swanson Corporation, doing business as Entertainment Services, to provide for the operation of food, beverages, novelty, catering and concession services including the furnishing of supplies, equipment and improvements necessary for such operation at the Exhibit Hall, known as the Richmond Centre.
