To amend and reordain Section 28-434 of the Code of the City of Richmond, 1985, concerning the license tax imposed on persons engaged in the business of pawnbroker and operating pawnshops, to provide that as a requisite to obtain a license to conduct such business a person be qualified to register to vote in the Commonwealth of Virginia.
