To amend and reordain Section 28-318 of the Code of the City of Richmond, 1985, concerning permits to be obtained from the Director of Public Safety in order to purchase license to engage in certain businesses, to enumerate among such businesses required to obtain a permit to purchase a business license the occupation of pawnbroker for operating a pawnshop.
