To amend and reordain Ordinance No. 86-115-146 which accepted a program of proposed Capital Improvement Projects for the fiscal year beginning July 1, 1986, and for the four fiscal years thereafter and adopting the Capital Budget for the fiscal years thereafter and adopting the Capital Budget for the fiscal year beginning July 1, 1986, and determining the means of financing the same to delete from sheet 22-3A (Project 22-200 Metropolitan Visitor Information Center) a requirement for a finding of substantive blight in the area in which the project is to be undertaken and a requirement that such project be approved as a redevelopment plan.
