To authorize the Acting City Manager, for and on behalf of the City of Richmond, to enter into and execute an agreement with the Governor's Employment and Training Department and the Metropolitan Richmond Private Industry Council to receive and administer all such funds as may be allocated under the provisions of the Job Training Partnership Act for the City of Richmond Service Delivery Area for the period July 1, 1986, through June 30, 1988.
