To declare that a public necessity exists for the construction, operation and maintenance of permanent drainage facilities along Kenmore Ridge east of Blithewood Drive between Riverside Drive and Meeks Lane, and to authorize negotiations for the acquisition of the necessary easements in property for the purpose.
