To repeal Division 6, in Article III, of Chapter 2, Administration, of the Code of the City of Richmond, 1985, consisting of Sections 2-166, 2-167, and 2-168, concerning the creation of the Department of Risk Management (2-166), the Director of said Department (2-167) and the duties of said Department (2-168).
