To amend Division 2, Office of Director of General Services, in Article II, Procurement, Chapter 12, Finance, of the Code of the City of Richmond, 1985, by adding therein a new section numbered 12-38, assigning to the Department of General Services duties of managing the City's insurance program, worker's compensation, employee hospitalization and occupational health programs effective July 1, 1986.
