To amend and reordain Sections 30-327, 30-327.5 and 30-354 of the Code of the City of Richmond, 1985, concerning service charges for disposal of sewage and wastewater within the City of Richmond, general service (30-327), residential and owner-occupied duplexes (30-327.5), and for wastewater and sewer service outside the City (30-354).
