To amend and reordain Section 25-9 of the Code of the City of Richmond, 1985, to establish rates for refuse disposal computed on a basis of twenty dollars per ton in lieu of nineteen dollars per ton and to fix charges for disposal of refuse calculated on rated vehicle capacity contra weighing the materials deposited for disposal.
