To amend and reordain Section 6-165 of Chapter 6, Buildings and Building Regulations, of the Code of the City of Richmond, 1985, concerning fees imposed for permits to install plumbing fixtures and perform plumbing services, for examination for certificate of journeyman or master plumber and for issuance of a certificate to a journeyman or master plumber.
