To amend the Code of the City of Richmond, 1985, by adding therein in Chapter 3, Advertising and Signs, Article I, In General, a new section numbered Sec. 3-3, concerning drop ping advertising material, etc., from aircraft: by adding in Chapter 3, Advertising and Signs, a new Article entitled: "ARTICLE III-A. POSTING OF SIGNS OR ADVERTISING ON PUBLIC PROPERTY", consisting of six sections, n umbered Sections 3-40 through 3-45: and to repeal Article III, Use or Obstruction of Public ways, of said Chapter 3.
