To authorize the Church Hill Association to use Libby Hill Park for the Church Hill Fall Neighborhood Celebration "High on the Hog", and to allow the sale and consumption of alcoholic beverages (beer) in said Libby Hill Park on Saturday, October 12, between the hours of 1:00 p.m. and 7:00 p.m.
