To amend the Code of the City of Richmond, 1985 , by ad din g in Chapter 9, City owned Real Estate, Article VIII, Use of Public Ground s, Parks, Play Field s and Playground s, a new division entitled: "Division 3. Festival Park", consisting of Sections 9-345 through 9-353, inclusive, regulating activities in and around the Festival Park .
