To establish a policy in the City of Richmond that in contracts entered into for and on behalf of all agencies and departments of the City, including those agencies and departments under the supervision of the City Manager and those agencies and departments under the supervision of the Council, that parties contracting with the City have an employment profile of 10% minority employees.
