To amend and reordain Section 12-280 or the Co􀀥e 􀀁of the City of Richmond, 1985, concerning the imposition of a fee or service charge for providing police and fire protection, and for the collection and disposal of refuse from real estate exempt from taxation under the provisions of subsection (1) of Section 58.1-3606 of the Code of Virginia.
