To amend Section 9-332 of the Code of the City of Richmond, 1985 (formerly Section 11-88.10 of the Richmond City Code of 1975) restricting the hours of operation of the public parks, playgrounds and recreation areas of the City of Richmond, to extend by one hour the hours of operation of said facilities during the period commencing May 1 and terminating September 30 of each year.
