Closed session pursuant to Virginia Code Sections 2.2-3711A (1), (3), (7) and (8) to discuss the performance of the City Manager and Clerk of Council; appointments to the Virginia Air and Space Center Board, and appointments listed on the agenda: to discuss or consider the disposition of publicly held real property for a public purpose in the Queen Street corridor where discussion in an open meeting would adversely affect the bargaining position or negotiating strategy of the City; to discuss or consider the acquisition and disposition of real property in multiple areas of the city where discussion in an open meeting would adversely affect the bargaining position or negotiating strategy of the City; to consult with legal counsel retained by the city pertaining to actual litigation where such consultation in open meeting would adversely affect the negotiating or litigating posture of the city; and to consult with legal counsel employed by the City regarding specific legal matters relating to real property use restrictions, land use regulation, and code enforcement matters, requiring the provision of legal advice by such counsel.
