Closed session pursuant to Virginia Code Sections 2.2-3711.A (.1), (.3), (.6) and (.8) to discuss appointments as listed on the agenda, the disposition of publicly held real property in the Downtown area, where discussion in an open meeting would adversely affect the bargaining position or negotiating strategy of the public body; to discuss or consider the investment of public funds in the areas of Coliseum Central and Aberdeen Road, where competition or bargaining is involved, where, if made public initially, the financial interest of the governmental unit would be adversely affected; and to consult with legal counsel employed or retained by the City regarding specific legal matters on Gloss v. Wheeler and short-term rentals requiring the provision of legal advice by such counsel.
