2. Briefing, discussion and action on a resolution ratifying the appointment of LPA, Inc. for architectural/engineering design services for community pool facility improvements and authorizing the City Manager to negotiate a contract for such services (RFQ#2025-2026-003).
3. City Council will receive comments from the public on the City of Windcrest Proposed Budget for Fiscal Year 2026/2027.
4. Per Ordinance No. 618, repealing Ordinance No. 593; Section 9: Every agenda shall include an item entry granting a member the opportunity to propose an item for consideration of future agendas for Regular or Special Meetings. Any member may request the inclusion of such items at any meeting.
5. Govt Code §551.087 (economic development) on Industrial Commercial Properties and Windcrest International Business Park status and update.
6. Pursuant to Govt. Code § 551.071 (consultation with attorney) deliberation regarding possible litigation on matters related to the <em>City of San Antonio and City of Windcrest.
7. Consider and take possible action to excuse absence of committee member(s), if applicable.
8. Briefing, discussion and possible action on the City of Windcrest Proposed Budget for Fiscal Year 2026/2027.
9. City Council will review, discuss, and may act on an ordinance approving and adopting a budget for operating the municipal government of the City of Windcrest for the fiscal year beginning October 1, 2026 and ending September 30, 2027.
10. Briefing, discussion and action on an ordinance approving and adopting the City of Windcrest fiscal year 2026/2027 Legislative Calendar. 2nd Reading
11. Briefing, discussion, and possible action to authorize a one-time stipend payment of $1,000.00 to city employees in November 2026 to be designated from the FY 2026/2027 budget.
12. Briefing, discussion, and possible action on amendment recommendations from the Ethics Commission on amendments to Chapter 2, Article III.
