  3. Resolution No. 2026-063 approving the Texarkana Regional Airport Interim Director to execute an agreement with the Federal Aviation Administration to relocate federally-owned Navigational Aids in an amount not to exceed $895,754.13 utilizing specified appropriations, grants, and cities' budgeted matching funds.
  4. Resolution No. 2026-084 approving the Texarkana Regional Airport Interim Director to execute an agreement with McClelland Engineering to administer the construction of Runway 4-22 overlay and taxiway extension in an amount not to exceed $625,000 to be paid from a grant from the State of Arkansas.
  5. Resolution No. 2026-078 authorizing the City Manager to execute a contract with Holistic Utility Solutions to provide HVAC upgrades at the Southwest Center using an energy conversation office grant in an amount not to exceed $250,000.
  6. Resolution No. 2026-083 approving the Texarkana Regional Airport Interim Executive Director to execute a contract with Tatum Excavating Company, of Texarkana, Texas, as low bidder on the Runway 4-22 extension, overlay & taxiway delta extension construction project in an amount not to exceed $15,786,713.00 utilizing specified appropriations, grants, and budgeted matching funds.
  7. Resolution No. 2026-077 approving the submission of the 2026 Homeland Security Grant Application to the Ark-Tex Council of Governments to purchase six (6) mobile radios for an amount not to exceed $52,552.88 that will be funded 100% by the grant.
  8. Resolution No. 2026-079 approving the proposed locations for Texas Historical Commission markers honoring Morris Sheppard, William Wright Patman, Corinne Griffith, Dorothea Church, as well as the relocation of the Scott Joplin marker, in order to support historically significant people, places, and resources.
