1. <span style="margin-left:0in;">Resolution No. 2026-170<strong> </strong>authorizing the city manager to execute a contract with JSG Homes, LLC of Atlanta, Texas, for the reconstruction of three (3) homes selected under the Texas Department of Housing and Community Affairs (TDHCA) HOME Program.
2. Resolution No. 2026-168 approving a contract with Forvis Mazars, LLP of Rogers, Arkansas, for performance of the annual financial audit, for the City of Texarkana, Texas, and Texarkana Water Utilities, for the fiscal year ending September 30, 2026, in an amount not to exceed $187,000 with funds budgeted in the General Fund (Fund 101) and the Texarkana Water Utilities Revenue Funds (Funds 61, 62, 71, 81, and 82).
3. Consider approval of the minutes of the Regular Meeting of the City Council held on September 14, 2026.
4. Resolution No. 2026-167 approving the Texarkana Regional Airport to accept a bid from Francis Excavating LLC of Texarkana, Texas, for demolition of the JD Facility and removal of trees for the amount of Sixty Thousand Dollars ($60,000) to be paid from a 50-50 grant from the Arkansas Division of Aeronautics.
5. Ordinance No. 2026-166 granting a Specific Use Permit to allow one additional use of a Funeral Home on the N 36’ of Lot 9, All of Lots 10-11, Block 132, City Triggs Addition, located at 1314 Main Street (Ward 3). James Naples, M.D., owner, and Rickey Johnson, agent.
6. Resolution No. 2026-171 approving various technology purchases from Tier4 Technologies of Texarkana, Texas, with budgeted funds in an amount not to exceed $494,885.
7. Ordinance No. 2026-155 granting a Specific Use Permit to allow one additional use of an outdoor car lot on an approximate 5.93-acre tract of land (being Tract 10D), Eli Moore HRS, A-401, located at 1630 N Robison Road (Ward 2). C Sue Smith, owner, and Melissa Harris, agent.
8. Ordinance No. 2026-151 rezoning on an approximate 0.34-acre tract of land (being Tract 10), W.H. Ector HRS, A-695, located at 2305 Kennedy Lane (Ward 4) from Single Family-2 to Two Family-2. Lewis Cook, M.D., owner.
9. Ordinance No. 2026-163 rezoning on Lots 5-7, Block 12, Factory Heights, located at 505 South 8th Street (Ward 1) from Commercial to Single Family-3. Jason Gallegos, owner. (<strong>A 3/4 vote of the council is required to adopt this ordinance</strong>.)
10. Ordinance No. 2026-153 granting a Specific Use permit to allow one additional use of tattooing on Lots 99-100, 107 E1/3, Lot 108 & 30 feet, located at 3101 New Boston Road (Ward 2). Adriana Herrera, owner, and Heather Calliham, agent.
11. Ordinance No. 2026-152 rezoning on an approximate 13.344-acre tract of land (being Tracts 117, 118, 119), H.S. Janes HRS, A-306, located at 2014 S Bishop (Ward 2) from Single Family-2 to Multiple Family-2 and General Retail. Shawn Bhagat, owner.
