Consider and take all appropriate action on the approval of an extension of an Interlocal Agreement between the City of Seabrook and the City of Clear Lake Shores, Texas for animal control services for October 1, 2026 and September 30, 2027, and authorizing the City Manager to execute the agreement.
2. Consider and take all appropriate action on the approval of the 2026-05 Task Order with Cobb Fendley under the Professional Services Agreement (PSA) in an amount of $209,000 to design CIP W-32 Baybrook Waterline Project and authorize the City Manager to execute.
3. Consider and take all appropriate action on the approval of a one (1) year extension of an Interlocal Agreement between the City of Seabrook and Lakeview Police Department for the use of the Seabrook Jail Facility and telecommunication (9-1-1) operator services from October 1, 2026 to September 30, 2027, with one (1) year options to extend annually and authorize the City Manager to execute.
4. 5. Conduct a Closed Session pursuant to Texas Government Code Sections:<br><br><strong>551.072</strong> Deliberate and consider the purchase, exchange, lease or value of real property located in the City of Seabrook, Texas
6. Consider and take all appropriate action on awarding RFP 2026-11 Fire Rescue Boat to Triade Marine Industrial Supply with a base bid of $152,450.00, making them the best value bidder for the project and authorizing the City Manager to execute the contract.
7. Presentation and ceremonial administration of the Oath of Office and badge pinning ceremony for newly promoted Sergeant Kimberly Boniface.
8. Mayor, City Council and/or members of the City staff may make announcements about City/Community events. City Council
9. Mayor Sweeney to present a proclamation declaring September 14, 2026 through September 18, 2026 as Disability Rights Voting Week in the City of Seabrook.
10. Approve the minutes of the August 18, 2026 Joint Meeting with the Parks & Trails Commission, and August 18, 2026 Regular City Council meetings.
11. Consider and take all appropriate action to authorize staff to develop a scope of services and solicit proposals from qualified event logistics and management firms for the planning and execution of a new annual City event, and to bring the proposals and associated funding requirements back to City Council for consideration.
12. Discuss the pre-construction and post-construction ambient sound level studies conducted near the intersection of Red Bluff Road and State Highway 146, including the study findings, and provide direction to staff regarding potential next steps. Matt Cott, Behrens & Associates
