- Conduct a Closed Session pursuant to Texas Government Code Sections:<br><br><strong>551.074 </strong> Annual evaluation of the duties and performance of the City Secretary.
- Approve the minutes of the September 1, 2026, and September 3, 2026 City Council Meetings.
- Consider and take all appropriate action on the approval of the first reading of Ordinance 2026-21, updating the prima facie speed limits along State Highway 146 frontage roads based on an engineering and traffic study by the Texas Department of Transportation (TxDOT), and reducing the posted speed limit on East Meyer Avenue from 35 MPH to 30 MPH based on a City traffic study.

- Consider and take all appropriate action to reject all Statements of Qualifications received in response to RFQ No. 2026-10-407 for Engineering Services for the Hester Gully Pedestrian Bridge and authorize staff to take any necessary action regarding future procurement of the services.
- Consider and take all appropriate action on first and final reading of Ordinance 2026-22, Budget Amendment No. 5, Amending the Budget for the fiscal year beginning October 1, 2025 and ending September 30, 2026.
- Mayor Sweeney to present a proclamation to the Seabrook Volunteer Fire Department declaring October 4, 2026 through October 10, 2026 as Fire Prevention Week in the City of Seabrook.
