  3. Consider authorizing the City Manager to negotiate and execute an agreement with Technology Towers, LLC in accordance with Chapter 380 of the Texas Local Government Code for reimbursement of property taxes to be paid in an amount not to exceed 75% of the increase in value only in property tax payable to the City for a period not to exceed 5 years commencing with Tax Year 2026 (Robert Schneeman, Brandon Dyson)
  4. Consider approving Change Order 1 with Basic IDIQ in the amount of $146,865 for the Bill Aylor Memorial River Stage project, utilizing $32,145 of Civic Events Fund Balance, and authorizing the City Manager to negotiate and execute all related documents (Presentation made by Construction Manager Alfonso Torres)
  5. Second reading of an ordinance for Z26-08, a request for a zone change from the Single-Family Residential, Two-Family Residential, and Zero Lot Line, Twinhome and Townhome Residence zoning districts to the Low-Rise Multifamily zoning district located at 331 E. 31st St., between E. 31st St. and Travis St. (Aaron Vannoy)
