- 11 CITIZENS' COMMUNICATIONS
- 12 We will now open Citizens Communications, our public comment period where our citizens are heard. In the interest of time and structure, this period is specifically for individuals to address the City Council on issues and items of concern that are not listed on this agenda. There will be no City Council action at this time. Citizens will be provided with the right to speak on posted agenda items, which we will recognize later when those specific items are called. In the interest of protecting the City’s network and data security, we cannot accept flash drives or electronic files at the podium. (You do need to upload your digital files to the City Secretary's online form two hours prior to the meeting). Please use hard copies on our overhead projector for the Council to view. Individuals desiring to speak, please line up behind the podium and be ready. This is your time to address your City Council. We only ask that you remain respectful and courteous to everyone in the room. When you reach the podium, please state your name and whether you are a resident of New Braunfels, a non-resident, or live within our ETJ. Thank you.
- 1. CONSENT AGENDA
- 14 All items listed below are considered to be routine and non-controversial by the City Council and will be approved by one motion. There will be no separate discussion of these items unless a Councilmember or citizen so requests, in which case the item will be removed from the consent agenda and considered as part of the normal order of business. Citizens must be present to pull an item.
- 15 Action Items
- A) Approval of the city council September 28, 2026, regular and executive session meeting minutes, and the September 30, 2026, special and executive session meeting minutes.
- B) Approval of a contract amendment with Landscapes Unlimited, LLC, for the Landa Park Golf Course Bunker Renovation Project along with authorization for the City Manager to execute change orders up to the contingency amount.
- C) Approval of a contract modification with STV, Inc. for additional design services of the final plans, specifications, and estimates for the Solms Road Improvement project.
- 19 Resolutions
- D) Approval of a Resolution of the City Council of the City of New Braunfels authorizing the City Manager to act on behalf of the City of New Braunfels and the New Braunfels National Airport in all matters regarding the application to the Fiscal Year (FY) 2027 Infrastructure Investment and Jobs Act (IIJA) Federal Aviation Administration (FAA) Contract Tower (FCT) competitive grant program, and pledging that the City of New Braunfels will comply with the grant requirements of the Texas Department of Transportation.
- 21 Ordinances (In accordance with Section 3.10 of the City Charter, a descriptive caption of each ordinance shall be read on two separate days.)
- E) Approval of the second and final reading of an ordinance establishing the number of positions in each classification in the New Braunfels Fire Department and Police Department pursuant to Local Government Code, Chapter 143.
- F) Approval of the second and final reading of an ordinance to amend Section 126-132 of the Code of Ordinances of the City of New Braunfels to lower the speed limit in the residential areas off Lake Front Avenue.
- 2. INDIVIDUAL ITEMS FOR CONSIDERATION
- 25 Individuals desiring to speak to any individual item should line up behind the podium and be ready to speak when public comment is recognized.
- A) Discuss and Consider a Resolution Declaring Expectation to Reimburse Expenditures Related to the Acquisition, Construction, and Equipping of NBU Capital Improvement Projects Paid in Fiscal Year 2027 with Proceeds of Future Debt and Resolving other Matters Incident and Related Thereto; and Providing an Effective Date.
- B) Discuss and consider approval of a resolution recommended by the New Braunfels Economic Development Corporation approving an expenditure of up to $1,125,000 to Gener8tor for a multi-year entrepreneurship incubator project, pursuant to 505.102 of the Texas Local Government Code.
- C) Discuss and consider a second and final reading of an Ordinance amending Ordinance Number 2015-18 by modifying the New Braunfels Downtown Board’s purpose and adopting revised Bylaws.
- D) Discuss and consider approval of the number of members for the Charter Review Commission and make appointments to the Charter Review Commission.
- 3. PRESENTATIONS
- A) Presentation and possible direction to staff on the installation of “In God We Trust” motto in council chambers.
- B) Presentation and discussion on proposed modifications to solid waste residential services rates
- 4. EXECUTIVE SESSION
- 34 In accordance with the Open Meetings Act, Texas Government Code, Ch. 551.071, the City Council may convene in a closed session to discuss any of the items listed on this agenda. Any final action or vote on any executive session item will be taken in open session.
- A) Deliberate matters related to the duties of the City Manager pursuant to Texas Government Code 551.074 (personnel matters)
- B) Deliberate the appointment, and employment of a City Attorney and City Manager, including matters related to the search and selection of candidates, pursuant to Texas Government Code Section 551.074 (Personnel Matters).
- C) Deliberate pending/contemplated litigation, settlement offer(s), and matters concerning privileged and unprivileged client information deemed confidential by Rule 1.05 of the Texas Disciplinary Rules of Professional Conduct in accordance with Section 551.071, of the Texas Government Code specifically: · Code of Conduct for members of Boards and Commissions and the First Amendment
- 5. IF NECESSARY, RECONVENE INTO OPEN SESSION AND TAKE ANY ACTION RELATING TO THE EXECUTIVE SESSION AS DESCRIBED ABOVE.
