Consider approval of an ordinance amending Ordinance No. 1978-09-23 appropriating various amounts in accordance with the budget adopted for the ensuing fiscal year beginning October 1, 2023, and ending September 30, 2024, for a grant award under the 2023/2024 TxCDBG program for the MLK Water Line Replacement project. 3. Each year, the Texas Municipal Library Directors Association bestows The Achievement of Excellence in Libraries Award to libraries that demonstrate consistent excellence and outstanding contributions to public library services within their communities. Today we recognize Mercedes Franks, Library Manager, and staff of the Judy B. McDonald Public Library, who are recipients of this excellence award. (City Manager)
