  4. Consider approval of an ordinance of the City of Nacogdoches, Texas, amending Chapter 82—"Solid Waste", Article III—"Rates, Charges and Billing Procedure"; and Chapter 106—"Utilities", Article III—"Services Charges" of the Code of Ordinances of the City of Nacogdoches, Texas; providing a severability clause; providing a continuation clause; providing a repeal clause; and providing an effective date.   5. Consultation with City Attorney — Pursuant to Texas Government Code Section 551.071, deliberation regarding attorney's advice concerning pending or contemplated litigation or a settlement offer, or on a matter in which the duty of the attorney to the governmental body under Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas, clearly conflicts with this chapter.
  6. Consider approval of an ordinance adopting the City of Nacogdoches property tax rate for Tax Year 2026, consisting of separate Maintenance and Operations (M&O) and Interest and Sinking (l&S) rates, with the combined tax rate exceeding the City's No-New-Revenue (NNR) tax rate. (Director of Finance)
  7. Consider action to ratify the property tax revenue increase reflected in the City's adopted Fiscal Year 2027 Budget pursuant to Texas Local Government Code Section 102.007(c). (Director of Finance)
  8. Deliberation regarding Economic Development negotiations under Government Code Section 551.087 as follows:<ol><li>Discuss or deliberate regarding commercial or financial information the governmental body has received from business prospects that the governmental body seeks to have locate, stay, or expand in or near the territory of the governmental body and with which the governmental body is conducting economic development negotiations; and</li><li>Deliberate the offer of financial or other incentives to business prospects described by Subdivision 1 above.
  9. Consider approval of an ordinance adopting the Fiscal Year 2027 Budget for operations of the City for the fiscal year beginning October 1, 2026, and ending September 30, 2027. Per Section 102.005(b) of the Texas Local Government Code, this budget will raise more total property taxes than last year’s budget by $598,600 or 4.4%, and of that amount $286,849 is tax revenue to be raised from new property added to the tax roll this year.
