  9. 8 Mayor Alemán announced that the City Council would meet in Executive Session pursuant to Section 551.071 of the Texas Government Code to conduct a private consultation with its attorney related to pending or contemplated litigation; a settlement offer; and issues in which there exists a duty of the City Attorney to the governmental body under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas (Legal advice regarding Petition by Landowner or Resident for Release of Area from Extraterritorial Jurisdiction.); whereupon, the City Council proceeded to meet in the Council Conference Room. After the closed meeting ended at 6:38 p.m., the City Council reconvened in Open Session. No executive action was necessary.

  13. 2 Consider an ordinance providing funds for the 2026-27 Fiscal Year by adopting and approving the budget for said period and appropriating and setting aside the necessary funds out of the general and other revenues of the City for said fiscal year for the maintenance and operation of various departments and activities of the City, for capital and other improvements of the City and for all other expenditures included in said budget.   23. 20 1. Mr. Casper announced that the next Town Hall Tuesday meeting will be held on September 15, 2026, at 6:30 p.m., at City Hall, 757 North Galloway Avenue, in Training Rooms A & B. The Comprehensive Plan and Strategic Plan will be discussed. 2. Mr. Green stated that the last “Movies in the Park” will be held on Saturday, September 12, 2026, at 7:00 p.m., at Rorie-Galloway Day Camp, 3100 Lawson Road. There will be outdoor games and free face painting. At dusk, everyone will watch the movie “Sing 2.” Food will be available for purchase. Bring your lawn chairs and blankets and enjoy a fun evening. 3. Ms. Rodriguez-Ross stated that in celebration of Hispanic Heritage Month and as part of the City’s “Get Fit Mesquite” program, citizens are invited to attend the Vida Sana Health Fair. This free event is geared toward the Hispanic community and will be held on Saturday, September 26, 2026, from 1:00 p.m. to 3:00 p.m., at Florence Recreation Center, 2501 Whitson Way. A variety of fitness classes will be offered along with healthy living education sessions and the chance to win raffle prizes. 4. Mr. Hubacek stated that volunteers are still needed for the Annual Addressing Mesquite Day event on Saturday, October 3, 2026. Addressing Mesquite Day is a one-day event focused on home repairs needed by senior citizens, single parents, military veterans, the disabled and other homeowners in Mesquite. This event is held in partnership with the Mesquite Ministerial Alliance and the City of Mesquite. To register, visit www.cityofmesquite.com/AMD. 5. Mr. Smith encouraged citizens to participate in the upcoming National Night Out on Tuesday, October 6, 2026. This event is designed to bring neighbors together and to strengthen the relationship between residents, first responders and City staff. Neighborhoods can gather in large or small groups to engage and make meaningful connections with first responders and City staff. To register your event, visit www.cityofmesquite.com/NNO. The deadline to register is Friday, September 18. 6. Mr. Murden announced that the Downtown Mesquite Market has returned to daytime hours. This weekend, the fall market continues, which runs from September through November, every Saturday from 9:00 a.m. to 1:00 p.m. at Front Street Station, 100 West Front Street. You’ll find vendors, artisans, baked goods and much more. Stop by for some family fun and support the local economy. 7. Mayor Alemán thanked Mr. Green for standing in for him at the August 17, 2026, City Council meeting due to the passing of his mother and thanked Councilmembers, City staff and citizens who expressed their condolences. 8. Mayor Alemán invited citizens to attend a special 25th Anniversary remembrance of Patriot Day at Mesquite Freedom Park, 1527 North Galloway Avenue. The brief ceremony will be held on Friday, September 11, 2026, at 8:30 a.m. and will honor those who lost their lives in the 2001 terrorist attacks. The combined Mesquite Police and Fire Honor Guard will participate along with the Mesquite Fire Department Pipe and Drum Corps. The event will also feature performances by students from Poteet High School and Kindergarten students from Tisinger Elementary School. Mesquite Freedom Park features an actual piece of steel from one of the original Twin Towers that was destroyed on 9/11 in New York City.

Deatrich Wise, Sr., representing Dallas Apex, a new Professional Indoor Football team, stated that the team will be playing at the Gomez Western Wear Arena and is looking for partnerships and sponsorships. 2. Nicolas Quintanilla, 5101 Gus Thomasson Road, Suite C, thanked City staff for their help with Mesquite Plaza, which will contain 60 businesses, restaurants and a food court.

  29. 25 At this time, any individual wishing to discuss any matter on the agenda shall be allowed to speak for a length of time not exceeding three minutes on a first-come, first-served basis. Citizens addressing the Council through a translator will be allowed six minutes. Anyone desiring to speak on an item scheduled for a public hearing is requested to hold their comments until the public hearing on that item.

  35. 6 An ordinance, on second and final reading, approving a negotiated settlement between the Atmos Cities Steering Committee (“ACSC”) and Atmos Energy Corp., Mid-Tex Division regarding the Company’s 2026 Rate Review Mechanism filing, declaring existing rates to be unreasonable, adopting tariffs that reflect rate adjustments consistent with the negotiated settlement, finding the rates to be set by the attached settlement tariffs to be just and reasonable and in the public interest, approving an attachment establishing a benchmark for pensions and retiree medical benefits, requiring the Company to reimburse ACSC’s reasonable ratemaking expenses, determining that this ordinance was passed in accordance with the requirements of the Texas Open Meetings Act, adopting a savings clause, declaring an effective date, and requiring delivery of this ordinance to the Company and the ACSC’s legal counsel. 26-8386 Approved Pass
