Consider an ordinance approving a second amended Project Plan and Reinvestment Zone Financing Plan for Gus Thomasson Tax Increment Finance Reinvestment (TIRZ) Zone No. Eight, City of Mesquite, Texas (“the Zone”), increasing the total estimated project costs for the Zone, making a finding of feasibility, providing a repealer clause, providing a severability clause, and providing an effective date.
