1. The City Council will convene into executive session pursuant to Section 551.072 of the Texas Government Code to deliberate on the purchase, exchange, lease, or value of real property. ​
2. Consider and give staff direction on a possible ordinance change or zoning ordinance update concerning religious assemblies and schools/daycares.

4. Approval of the September 3, 2026, Meeting Minutes
5. Consider and give staff direction on a possible ordinance to regulate the use of helicopters, helipads, and drones within the City of Lucas.
6. Reconvene from Executive Session and take any action necessary as a result of the Executive Session.
7. Consider approving a request by Christine Stellwagen of Kimley-Horn on behalf of Rutledge Haggard, to extend sanitary sewer service to approximately 7.96-acres of the James Anderson survey, Abstract No. 17, Haggard tract, Lucas, Collin County, Texas, known as the Haggard tract, and authorize the extension of the sanitary sewer line.
8. As authorized by Section 551.071 of the Texas Government Code, the City Council may convene into closed Executive Session for the purpose of seeking confidential legal advice from the City Attorney regarding any item on the agenda at any time during the meeting. This meeting is closed to the public as provided in the Texas Government Code.
