- <ol style="list-style-type: upper-alpha;"><li>Approval of the September 17, 2026, Meeting Minutes</li><li>Authorize the City Manager to enter into a professional services agreement with JTG Engineering, PLLC, in the amount not to exceed $78,000 for General Engineering Services funded in account 11-6209-309 (Professional Services) for a one-year period beginning October 1, 2026, through September 30, 2027.</li><li>Authorize the City Manager to enter into a professional services agreement with John Feehery and EFB Advocacy to assist in Zip Code Legislation, not to exceed $20,000 funded with account 11-6999-310 Legal Services.
- The City Council will convene into executive session pursuant to Section 551.072 of the Texas Government Code to deliberate on the purchase, exchange, lease, or value of real property.
- Consider Ordinance #2026-09-01056 amending the City of Lucas Code of Ordinances, Appendix C “Fee Schedule”.
- Consider adopting Ordinance #2026-10-01057 amending Chapter 13, “Utilities,” Article 13.06, “Solid Waste,” Division 2, “Collection,” of the City of Lucas Code of Ordinances regarding commercial solid waste collection and related solid waste regulations.
- Items of Community Interest.A. Presentation of a Proclamation declaring October 2026 as Breast Cancer Awareness Month.
- Discuss and reconsider approving a request by Christine Stellwagen of Kimley-Horn on behalf of Rutledge Haggard, to extend sanitary sewer service to approximately 7.96-acres of the James Anderson survey, Abstract No. 17, Haggard tract, Lucas, Collin County, Texas, known as the Haggard tract, and authorize the extension of the sanitary sewer line.
- Reconvene from Executive Session and take any action necessary as a result of the Executive Session.
- Consider approving Ordinance No. 2026-10-01058, AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF LUCAS, TEXAS, BY AMENDING CHAPTER 9 “PERSONNEL” BY AMENDING ARTICLE 9.03 “PUBLIC SAFETY” BY ADDING A NEW DIVISION 2 “RESERVE POLICE OFFICERS” TO ESTABLISH A MUNICIPAL POLICE RESERVE FORCE TO PROVIDE FOR THE PURPOSE, ORGANIZATION, APPOINTMENT, QUALIFICATIONS, TRAINING, SUPERVISION, DUTIES, AUTHORITY, COMPENSATION, EQUIPMENT, AND REMOVAL OF RESERVE POLICE OFFICERS AND PROVIDING FOR ADMINISTRATION BY THE CHIEF OF POLICE; BY RENUMBERING DIVISION 2 “FIRE DEPARTMENT” TO DIVISION 3 “FIRE DEPARTMENT”; PROVIDING A REPEALING CLAUSE; PROVIDING A SAVINGS CLAUSE; PROVIDING A SEVERABILITY CLAUSE; AND PROVIDING FOR AN EFFECTIVE DATE.

- Conduct a public hearing and take action on Ordinance #2026-10-10159 for a Planned Development (PD) zoning district to overlay Commercial Business (CB) for approximately 37.195 acres located along Southview Drive (FM 1378), within the James Anderson Survey, Abstract No. 17. The proposed development, known as Lucas Tech Park, consists of approximately 273,560 square feet of multi-tenant flex commercial space distributed among seven (7) shell buildings.A.
