Approval of a Roadway Impact Fee (RIF) Offset Agreement with V2R Holdings, LLC, for the development known as the Leander Memory Care Center on a 2.2-acre tract being generally located at the southeast corner of Sonny Drive and Leander Drive; and authorize the City Manager to execute any and all necessary documents.
  2. Approval to enter into a Software as a Service (SaaS) agreement with GovernmentJobs.Com, Inc., dba NEOGOV for human resources software and cloud services for the term of one (1) year in the amount of $105,381.94 utilizing cooperative purchasing Sourcewell contract 030425-PDMS; and authorize the City Manager to execute any and all necessary documents.
  3. Approval of The Interlocal Purchasing System (TIPS) Contract #230105 through SHI Government Solutions, Inc. for the renewal of mobile device management (MDM) software and related professional services in the total amount of $65,201.50; <span style="margin-left:0in;">and authorize the City Manager to execute any and all necessary documents.
  4. Approval of the Texas Department of Information Resources Contract DIR-CPO-5241 through SHI Government Solutions, Inc., for the renewal of antivirus, identity protection, ransomware prevention software and related professional services in the total amount of $118,564.72; and authorize the<span style="margin-left:0in;"> City Manager to execute any and all necessary documents.
  5. <span style="margin-left:0in;">Discuss and consider action on the purchase of two (2) replacement fire engines and a new ladder truck for the Leander Fire Department, utilizing HGAC Buy Contract FS12-23 from Siddons-Martin Emergency Group, LLC in the amount of $4,232,024.00; and authorize the City Manager to execute any and all necessary documents.
  6. Approval of an Interlocal Cooperation Contract between the City of Leander and the Department of Public Safety (DPS) for the Texas Conviction Reporting (TXCR) application for the purpose of reporting of all court-reported convictions to a driver record; and authorize the City Manager to execute any and all necessary documents.
  7. Approval of Task Order No. TR-RPS-CIPS23-019-06 for professional services with Tetra Tech - RPS Infrastructure, Inc., in an amount not to exceed $173,928.00 to perform design, bidding, and construction phase services for the proposed traffic signal at the intersection of Main Street and Hero Way (CIP T.130); and authorize the City Manager to execute all necessary documents.
  8. Approval of Task Order TR-HDR-CIPS23-019-01 with HDR Engineering, Inc., for the Phase 1 engineering and design consulting services for the San Gabriel Parkway West roadway project (CIP T.42), in an amount not to exceed $1,051,324.00; and authorize the City Manager to execute any and all necessary documents.

Discuss and consider action on the approval of the Oakwood Hills Phasing Plan associated with Subdivision Case CP-25-0051 which includes the development of 188 single-family lots in three (3) phases on seven (7) parcels of land 337.18 acres ± in size, more particularly described by Travis Central Appraisal District Parcels 353045, 353047, 353048, 353050, 353069, 353070, and 513816; generally located west of Nameless Road, approximately 1,050 feet north of Shady Mountain Road, Leander, Travis County, Texas.
  12. Reconvene into open session to take action as deemed appropriate in the City Council's discretion regarding:<ol><li>Deployment of security devices and contracts related to security devices; and</li><li>Acquisition of properties for public purposes.
  13. Discuss and consider action on amending an Ordinance authorizing uses for the tree mitigation in lieu of fees to support funding of specialized City staff, tree canopy studies, professional consulting services, and City staff support for reviews and mitigation.
  14. Convene into Executive Session pursuant to:<ol><li>Sections 551.071 and 551.076, Texas Government Code, and Section 1.05, Texas Disciplinary Rules of Professional Conduct to consult with legal counsel regarding deployment of security devices and contracts related to security devices; and</li><li>Section 551.072 Texas Government Code, and Section 1.05 Texas Disciplinary Rules of Professional Conduct to consult with legal counsel regarding the acquisition of properties for public purposes.
  15. Discuss and consider action regarding Heritage Tree Removal request associated with Subdivision Case PP-26-0084 regarding the removal of one (1) Heritage Tree as part of the Sullivan Tract Preliminary Plat one (1) parcel of land 11.288 acres ± in size, more particularly described by Williamson Central Appraisal District Parcel R022921; and generally located at the northern terminus of Whit Creek Trail Leander, Williamson County, Texas.
  16. Discuss and consider action regarding Tree Removal Case TRP-26-0057 regarding the removal of one (1) Heritage Tree associated with the Wildspring Phase 3 subdivision (PICP-26-0294), generally located northwest of the intersection of CR 175 and CR 177, Leander, Williamson County, Texas.
  17. Discuss and consider action regarding Tree Removal Case TRP-26-0059 regarding the removal of two (2) heritage trees associated with the Crossroads Site Development (SD-26-0446), generally located south of Hero Way West, approximately 400 feet west of Bagdad Road, Leander, Williamson County, Texas.
  18. Approval of the minutes for the regular City Council meeting held on September 17, 2026, and special called City Council meeting held on September 22, 2026.
  19. Acceptance of public infrastructure for Lot 1, Block A Tylerville Commercial Subdivision, Phase I (PICP-23-0103) to include streets, water and wastewater improvements.
  20. Discuss and consider action regarding Tree Removal Case TRP-26-0060 regarding the removal of one (1) heritage tree associated with the Building Permit BLDR-26-11313, located at 1717 Garlock Drive, Leander, Williamson County, Texas.
  21. Conduct a Public Hearing adopting an ordinance amending the fee schedule and including a waiver providing for demolition and reconstruction fees on residential pool permits as a result of Alkali Silica Reaction, or ASR, commonly known as concrete cancer; amending all parts of ordinances in conflict; providing a severability clause; providing a savings clause; providing severability and open meetings clauses; and providing for related matters.Discuss and consider action on fee schedule as described above.
  22. Discuss and consider action on the Resolution supporting the Upper Brushy Creek Water Control Improvement District (WCID) to restore Lakewood Park to normal pool lake level of 876.2 feet above mean sea level and formally request the remaining documents that city staff requested from WCID on June 18, 2026.
