Discussion with possible action to send a resolution to the Customs and Border Protection agency, to IBWC Commissioner William McIntosh, and to our entire Texas Federal Delegation, including our local U.S. Congressman Henry Cuellar, to delay the installation of the Smart Wall Border Security system which includes the 41+ miles of Border Buoys and Bollard Fencing along the City of Laredo city limits and its floodplain in addition to the rest of the U.S.-Mexico border in Texas upstream from these limits until such time that environmental and engineering impact studies can assess the design of the anchoring system for the buoys, the possible impacts of sedimentation and turbidity of them in the river, and the potential flooding risks and treaty violations posed by the bollard fencing on the residents of Laredo.
