Consideration to authorize the City Manager to renew the Professional Service Contract with Gabriel E. Martinez, Jr., DBA Gold Shield Consulting, LLC for the purpose of providing professional services as the Program Administrator for the Texas Anti-Gang (TAG) Center. The award of this contract is contingent on grant funding. The term of this agreement shall be for a period of two years beginning September 1, 2026, and continuing until August 31, 2028, in the amount of $287,731.99 and with each year of the agreement constituting a Fiscal Year. The first year of the agreement will run from September 1, 2026, through August 31, 2027, in the amount of $140,357.07 contingent on grant award for Fiscal Year 2027. The second year will run from September 1, 2027, through August 31, 2028, in the amount of $147,374.92 contingent on grant award for Fiscal Year 2028. Thereafter, this contract may be renewed, contingent on funding availability and both parties agreeing to enter into a new contract. Funding is available in the Special Police Fund - Texas Anti-Gang Center.
