Discussion with possible action regarding the GMA-13 Desired Future Conditions, groundwater availability modeling, and related groundwater matters; consultation with the City Attorney; and authorization for the City Manager and City Attorney to take such actions as are necessary and appropriate to preserve and protect the City's groundwater interests, including coordination with Webb County and other governmental entities, execution of common-interest or joint representation agreements, preparation and submission of public comments, preparation and filing of legal pleadings, participation in litigation, and related matters, with any final settlement or material policy decision to be returned to the City Council for approval.
