Public hearing and Introductory Ordinance concerning a voluntary annexation request by Robert J. Gilpin, altering and extending the boundary limits of the City of Laredo by annexing approximately 150.8236-acres, more or less, tract of land located northwest of Nicolas D. Hachar Road and River Bank Drive; providing for the effective date of the ordinance; authorizing the City Manager to execute a contract adopting a service plan for the annexed territory; and establishing the initial zoning of M-1 (Light Manufacturing District) for the subject tract, as described by metes and bounds in the attached Exhibit “A.” The Planning and Zoning Commission recommended approval of the proposed annexation and the initial zoning of M-1 (Light Manufacturing District).
