2. Discussion with possible action to enter into a Memorandum of Understanding with the International Good Neighbor Council (IGNC) to establish assistance from the City of Laredo for the events organized by the Council with the objective to promote the principle of Good Neighbor and friendship between countries of the Western Hemisphere through activities that increase social, cultural, youth and educational exchanges, and support the principles of democracy based on constitutional authority; and any other matters incident thereto.
