Authorizing the City Manager to negotiate and execute a license agreement with U.S. Customs and Border Protection for controlling vegetation (only removal of Carrizo Cane) along the banks of the Rio Grande at Chacon Creek. Said license agreement will allow the U.S. Customs and Border Protection’s contractor to control Carrizo Cane (including, but not limited to, visually inspecting, marking, mowing, cutting, clipping, trimming, topping, pruning and/or shredding vegetation; removing cut vegetation and/or other debris; and/or implementing erosion control measures); there is no financial impact to the City of Laredo. This is the same language in the agreement that was approved for the carrizo removal near the South Laredo Nature & Birding Center (SoLa Center).
