  4. Ordinance No. 2026-23. An Ordinance amending Chapter 18 of the Code of Ordinances, City of Kerrville, Texas, such chapter more commonly known as the City's Animals Code; by amending said Code to add definitions; enhancing management of feral cats; increasing the insurance requirement for dangerous dogs; addressing liability for property damage caused from removing an animal from a vehicle or enclosed trailer; providing a cumulative clause; providing for severability; providing an effective date; ordering publication; and providing other matters relating to the subject.   5. Section 551.043 of the Texas Government Code establishes the notice requirements for meetings of governmental bodies under the Texas Open Meetings Act. A governmental body considering or adopting a budget must comply with the applicable notice requirements and any additional statutory requirements related to budget notices and taxpayer impact information.The Fiscal Year 2027 Proposed Budget is available for review on the City's website www.kerrvilletx.gov, at City Hall (City Secretary's Office) located at 701 Main Street between 8:00 AM and 5:00 PM Monday through Friday, and at the Butt Holdsworth Memorial Library located at 505 Water Street during regular library hours.<br><br>The proposed ad valorem tax rate is $0.5995 per $100 of assessed value, which is an increase of $0.0284 from last year’s tax rate. The proposed tax rate is greater than the no-new-revenue rate of $0.5706 and is equal to the disaster voter approval rate of $0.5995. The Interest & Sinking (I&S) portion of the tax rate decreased from $0.1406 to $0.1392. The Maintenance & Operations (M&O) portion of the rate is proposed to increase from $0.4305 to $0.4603.This budget will raise more total property taxes than last year's budget by $1,054,846, which is a 5.6% increase, and of that amount $314,674 is tax revenue to be raised from new property added to the tax roll this year.The following table is being published as a summary of the Fiscal Year 2027 Proposed Budget. This table shows revenues and expenditures for the City’s two main operating funds, which are balanced. Expenditures for Capital Projects includes projects for both General and Water Funds. All other funds are combined and labeled “Other Funds.” In total, expenditures are budgeted to exceed revenues due to the multi-year nature of capital projects for which revenues are received in one year but expended over multiple years. Revenues and expenditures include transfers across funds for budget purposes.

An Ordinance levying an Ad Valorem (Property) Tax for the use and the support of the Municipal Government for the City of Kerrville, Texas, for Fiscal Year 2027; apportioning each levy for specific purposes; and providing when taxes shall become due and when same shall become delinquent if not paid.
